Spyware...
If your PC is running slow or you get popups even when you're not browsing the Internet or on sites that are gracious enough not to have them, then you probably have some spyware and adware that needs to be removed.
There are a variety of programs out there to help get rid of that. Some are pretty good while others are just wanting to get a quick $30 from you and don't really help you out too much.
On the page linked above, there are 2 that work very well and they're also free. Spybot and Ad-Aware are good programs to help clean up your computer. I would also suggest Microsoft AntiSpyware. All 3 of these programs working together will help get your computer back to working order. Keep them up to date also and run them on a regular basis or you might end up back where you started.
